The second national course of the School of Political Studies 2021 took place in Pogradec under the theme of "Electoral systems and political communication". The first module of the course addressed the topic "Political communication and public speaking", with Mrs. Edlira Gjoni, communication and public relations expert and executive director of Center for Public Impact. Two other topics such as "Public Speaking" and "Public Debate Techniques" were introduced in the training, offering participants the opportunity to learn and practice the most contemporary techniques in this field.

The second module of the course focused on the history of electoral systems in Albania and the challenges of improving electoral standards. The presentation of Mr. Oerd Bylykbashi, MP and member of the electoral reform commissions for the last 15 years, provided the theoretical and practical approach to the problems encountered in practicing of different electoral systems.

The third module was developed as an open discussion with Mr. Ermal Hasimja, researcher, on the topic "Political ideologies and representation". Through practical examples of Albanian and international politics, Mr. Hasimja presented a critical approach to the classical model of political representation in modern democracies. "The internal democracy of political parties" was the focus of the presentation of political scientist Mr. Afrim Krasniqi on the last session. The lack of periodic party elections, meritocracy, repression of factions and dissent, explained the importance of opening Albanian political parties to ensure good governance.
