This paper of by our alumna Ms. Julinda Mansaku analyzes the recent developments for the legal framework of cryptocurrencies at the international and national level and provides some recommendations for policies and respective institutional framework in order to further secure the exchange of virtual currencies and fight informality and money laundering.

The economic impact of the COVID-19, challenges and opportunities

The paper provides an analysis of the level of impact on the economy of COVID-19 as well as the forecast for the near future. Based on the analysis of this assessment and projections, some recommendations are offered in the perspective of crisis review as an opportunity to offer a new approach to the economic development of the country.

Elections under pandemic, best practices and recommendations

This technical paper aims to provide to the Central Electoin Commsion and other stakeholders involved in the process of elections the best practices of implementing new requirements without compromising the integrity or legitimacy of elections. The document is an additional support of the ASP as part of cooperation for the capacity building of the Central Election Commission’s staff under the support of the Council of Europe. 
 

Rule of law during the state of emergency as result of COVID-19

This analysis on legal changes and normative acts that have been undertaken in recent months under the emergency of COVID-19, was produced as part of professional contribution of the alumni of the "Albanian School of Political Studies". As the first phase of pandemic coping has already passed, it is worthwhile to conduct an analysis of the functioning of the rule of law and the proportionality of the measures taken during this period of state of emergency.

The inclusion of women from rural areas in decision-making practices

The aim of this study is to bring up recommendations for ensuring a more inclusive decision-making process with special focus in women from rural areas. The policy study focused on the Municipality of Tirana to be considered as an additional tool for development of its policy-making processes. The policy study focused on the Municipality of Tirana and specifically on how civil emergencies caused by floods are managed at the local level, by the Directory of Civil Emergencies, Municipality of Tirana. The final paper will be submitted to the Municipality of Tirana to be considered as an additional tool for development of its policy-making processes. This project is developed in the framework of the “Policy Research for Young Academics Program” – (PRYA) programme focused on incentivizing evidence-informed policymaking.

From their farms to the market - How do rural producers in the municipality of Tirana (not) participate

This study tries to analyze the most important problems that small agricultural producers face in Tirana for access in city markets and highlights the fact that until now the implemented policies have not basically treated the informality problem. "Challenges of online communication strategies of local governments”

The paper analyses the online communication of two local governments units in Albania (Saranda and Mat) with the aim to understand the problems and offer recommendation to improve the online communication, considering it as an obligation towards the citizens.

“Direct Democracy as an incentive for civic participation in the decision-making of Tirana municipality”

The paper presents the potential and the practical possibility of implementing direct democracy in the municipality of Tirana. The author brings the example of referendums in Switzerland and analyzes the benefits that this practice can bring to get citizens' opinions, to consult with them and to get their approval before undertaking projects or interventions that often lead to problems with citizens.

“Participation of women in influencing the decision-making processes in local government” - Case study Shkodra;

The recommendation offered by this paper are based on interviews and field research conducted with women in Unit 2 in Shkodra and Velipoja. The paper underline the concern for the lack of trust from this group of society for their involvement on the decision-making. At the same time, the research underline the importance of new forms of women and girls' involvement in local policy making processes.

“The National Referral Mechanism in Domestic Violence and the role of local structures”

The paper focuses on monitoring the functioning of the National Referral Mechanism of Domestic Violence in Korça and Berat municipalities in order to provide concrete recommendations for improving the implementation of this mechanism. Analyzing the institutional issues and competencies of municipalities after the implementation of the administrative-territorial reform, offers valuable recommendations for other local government units.

This policy briefs analyzes the situation of reintegration of returned migrants and children in particular in the Gjirokastra municipality area, providing a set of recommendations to address the problematic. These findings are intended to serve also to other municipalities where the phenomenon of migrant returns is concerned.

This paper analyzes the initiatives undertaken by women involved in local politics. How many social initiatives are taken and how they are implemented in the community. Through it, it is aimed to offer recommendations that will influence the growth and empowerment of women's role in decision-making.

This document aims to provide a reflection of the Albanian reality regarding the aspects of the competences and the effective ability of their exercise within the framework of local government. The main purpose of this paper is to point out the inclusion and support of the LGBTI community as a special aspect of the good governance system in local government.

The impact of territorial reform in the context of balanced development

The paper aims at analyzing the financial results of the Administrative-Territorial Reform in Albania in the first year of its implementation. The research also assesses the allocation of funds in order to reduce the economic inequality between the regions and to accelerate sustainable economic growth in Albania.

The overcoming of executive competencies in tax and environmental legislation

The document analyzes practical cases of "interventions" of the Council of Ministers as representatives of executive power or other representative bodies of government in producing legislation, violating the principle of separation and balancing of powers.

The paper analyses the process of consultation of the municipatlty of Tirana for the fiscal package 2016. This paper analyses the participation of young people in decision-making processes at local level by taking as a case study the municipal council in Kukes. The purpose of the study is to offer recommendations in order to improve the situation of young people at the local level, considering it as an opportunity for the good governance of the local units.

Monitoring document of Energy Efficiency Law implementation during 2016

The monitoring document offers a clear picture of the status of implementation of Energy Efficiency laë during its first year of entrance in force, in order to respect the obligations defined by this laë and the commitments of the Albanian institutions. The document is part of the ongoing efforts of APS toëards the creation of the adequate ground for a sustainable development of energy sector.
 

The Local Government's Potential on fundraising

The document aims to analyze the untapped potential of local government to ensure financial resources. The researchers have analized the structure of the municipalities of Dibër and Ura Vajgurore offering possible recommendations for capacity building of their staff in view of potential financial donors and programs.

Policy brief on accessibility standards for Persons with Disabilities infrastructure interventions in Tirana

The document concludes that the new infrastructural interventions carried out in 2015-2016 often lack accessibility standards or ignore altogether specific needs of citizens. Some recommendations that can be useful are provided, so that the municipality improves its performance when delivering services which should be equally enjoyed by all citizens, including persons with disabilities.
 

Concept paper The strategy of communication of IS in Albanian - 2015

This document was produced as part of public initiatives of the participants of "Albanian School of Political Studies" and was supported by the Academy of Political Studies. The paper relied on the analysis of some aspects of the strategy of public communication used by IS for recruiting terrorist fighters in Albanian territories. The researchers studied the content of 270 messages on “Facebook” and other online platforms in Albanian language during the last 3 months.

Report of the Group of Eminent Persons of the Council of Europe

In the summer of 2010, the Council of Europe’s Secretary General, Thorbjørn Jagland, asked an independent “Group of Eminent Persons” (the Group) to prepare a report on the challenges arising from the resurgence of intolerance and discrimination in Europe. The report assesses the seriousness of the risks, identifies their sources and makes a series of proposals for “living together” in open European societies. The Group is headed by the former German Foreign Minister Joschka Fischer. It is composed of nine members – four women and five men – each from a different member state of the Council of Europe.
