"The Albanian School of Political Studies" (ASPS) is operational since 2007 in Albania. The ASPS programme is part of a wider Council of Europe network of 19 schools of political studies in East and South East Europe, established since 1992 with the view to train future generations of political, economic, social and cultural leaders in countries in transition.
The schools of political studies, supported by the Council of Europe, aim to train the next generation of political, economic, social and cultural leaders in the countries in transition. The schools organise seminars and conferences on such themes as European integration, democracy, human rights, the rule of law and globalisation in which national and international experts take part.
The first school of political studies was founded in Moscow in 1992. There are currently schools in Russia, Georgia, Bulgaria, Moldova, Kosovo/UNMIK, «the former Yugoslav Republic of Macedonia», Serbia, Bosnia and Herzegovina, Croatia, Albania, Romania, Armenia, Ukraine, Azerbaijan, Montenegr, Visegrad group countries, Morocco, Tunisia and recently in Camerun.
 
Each school is run by a director, appointed by a board to select candidates (about 40 per year), prepare study programmes and deal with the school’s financial and administrative management. The Council of Europe schools of political studies are national NGOs in their own countries.
